West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett—St. Johns, Samaritas, and Wellspring Lutheran Services. WMPC executes an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services, utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. WMPC’s mission is to empower communities to create better futures for children and families through innovation and collaboration and it does this through its core values: accountable, data-driven, innovative, trauma-informed, tireless collaboration, and social justice. Position is eligible for a $1000 sign-on bonus.
POSITION SUMMARY
The Performance and Quality Improvement (PQI) Manager is responsible for coordination of operational performance improvement activities at the WMPC and its partner agencies. This is achieved through managing a small team of PQI Coordinators, which includes supervision, annual performance appraisals, and developing performance development plans. The PQI Manager is responsible for the day-to-day oversight of contract performance for foster care agencies, residential providers, and supportive services. This position manages the implementation of key projects related to WMPC and its subcontractor network. The PQI Manager is responsible for collaborating with child welfare agencies in Kent County to deliver the continuous quality improvement plan. The PQI Manager reports directly to the Director of PQI. This position has a key role in implementing WMPC’s mission, vision, values, and strategic plan, and models shared qualities of effectiveness. While this position primarily works remote, we are seeking a candidate who can be local to West Michigan.
JOB DUTIES
- Promotes implementation of protocols, policies, and procedures related to the PQI framework across the WMPC network providers.
- Operational lead manager for tracking, monitoring, and reporting on contract compliance, including quarterly contract reviews and annual audits.
- Leads performance improvement planning, reviewing, and assessment of progress with all network subcontractors.
- Oversees the development of reports s for the MDHHS Central Office, Kent County MDHHS, WMPC Board of Directors, the Council on Accreditation, and other stakeholders.
- Oversees quality assurance reviews of case records and MiSACWIS (Michigan’s child welfare database) and MindShare data.
- Supports WMPC compliance with federal, state, and county regulations, COA standards, and contract requirements.
- Manages and reports on risk management and prevention activities, including special investigations and critical incidents.
- Facilitates collaborative meetings to standardize performance and build continuous quality improvement capacity across the WMPC network.
- Works with Director of PQI to evaluate impact and outcomes of services and programs delivered through the WMPC network.
- Works jointly with program managers to develop and implement the utilization management framework.
- Collaborates with program managers to complete case management file reviews to determine effectiveness of service provision and evaluating permanency outcomes.
- Supports the Lead Data Scientist in refining business intelligence solutions.
- Remains knowledgeable of current research and evidence-based practice for continuous quality improvement, change management, and foster care program evaluation.
- Participates in periodic inter-office projects, such as strategic planning, staff development, conferences, annual reports, etc.
- Develops a liaison relationship with Kent County MDHHS, Central Office MDHHS, and other partner agencies and systems impacting children and families serviced by WMPC.
- Oversees scheduling of PQI Coordinator orientation and on-boarding.
- Other duties as assigned.
PERSONNEL SUPERVISED
Directly supervises 2-3 Performance and Quality Improvement Coordinators. Any other necessary consultants, interns, and volunteers as appropriate.
QUALIFICATIONS
Education Level
Master’s degree and three years of progressively responsible experience required. Commensurate experience will be considered.
Field of Study/Specialty
Social Work, Mental Health, Public Administration, or related field.
Knowledge, Skills, and Abilities
- Knowledge and prior experience in evaluation and continuous quality improvement.
- Data interpretation and visualization skills.
- Knowledge of child welfare principles/standards, practices, and systems (i.e., foster care, adoption, child placing agency licensing and placement procedures). Experience in Kent County is preferred.
- Knowledge and experience in trauma informed practices, Sanctuary Model preferred.
- Project management experience
- Technical writing expertise.
- Experience leading and developing supervisory tools to support a high performing team.
- Interpersonal skills necessary to lead and interact with a diverse group of individuals and stakeholders.
- Proficient with Microsoft Office products and web-based applications.
- Ability to read, write, and communicate effectively in English.
WORKING CONDITIONS
Work is performed mostly in a hybrid remote/office setting but with occasional travel required by network meetings, site visits for technical support and audits, in-person trainings and agency team retreats. The employee is required to: stand, walk, sit, talk, hear, possess good vision, type, or otherwise use a computer, and occasionally climb stairs or kneel.
