AGENCY SUMMARY
West Michigan Partnership for Children (WMPC) administers foster care services to children and families in Kent County, MI in partnership with Bethany Christian Services, Catholic Charities West Michigan, D.A. Blodgett—St. Johns, Samaritas, and Wellspring Lutheran Services. WMPC is executing an innovative performance-based funding model through a contract with the Michigan Department of Health and Human Services (MDHHS), utilizing a capitated allocation payment mechanism that allows for savings generated from practice and program improvements to be reinvested into the foster care system. WMPC utilizes software that allows for predictive analytics to inform strategy and practice, and to flag cases that are at risk for further review. POSITION SUMMARY
The Lead Data Scientist is responsible for the programmatic management and analysis of MindShare, WMPC’s digital solution, and will assist in developing and implementing the WMPC Performance and Quality Improvement (PQI) plan. The Lead Data Scientist will be the data lead for the network with the focus of developing key business insights through data management and data analytics.
JOB DUTIES
- Synthesizes current business intelligence or trend data to support recommendations for action.
- Manages timely flow of business intelligence information to users.
- Collects business intelligence data from available industry reports, public information, field reports, or purchased sources.
- Identifies and analyzes industry or geographic trends with business strategy implications.
- Engineers data pipeline to capture, organize, and process data from Department of Technology Management and Budget (DTMB) daily feed.
- Creates SQL, functions, scripts, stored procedures, and triggers to support the Executive Leadership Team
- Creates and maintains a roadmap for self-service reporting and dashboards creating data marts or Online Analytical processing (OLAP) cubes, etc.
- Serves as liaison for PAFC (Private Agency Foster Care) workers to problem solve technical difficulties.
- Creates data-driven data models & visualizations using Tableau, Power BI, or other software, for advance strategic decision making for our agencies to promote Enhance Foster Care scheme.
- Develops end to end scalable analytical solutions with Tableau, predictive modeling, statistical analysis, hypothesis testing etc. to implement Performance Based Funding Model.
- Initiates continual process improvement efforts that enhance automation, and standardization of analytics and reporting with focus on Evaluating Performance-Based Child Welfare System (PBCWS).
- Develops dashboards that visualize and forecast key metrics / Key Performance Indicators of MiTEAM and Performance and Quality Improvement monthly Tracker.
- Performs ad-hoc reporting and analysis as needed.
- Oversees data migration activities.
- Generates consumable data visualizations through strong data analysis to identify trends and relationships; and presents findings in a clear and concise manner aligned to its target audience.
- Remains knowledgeable of MDHHS and WMPC program guidelines, policies, and procedures as they relate to functionality in MindShare.
ADDITIONAL DUTIES:
- Validates data in MindShare against MDHHS’s data from its MiSACWIS statewide child welfare information system and other sources.
- Supports the implementation of the CQI plan.
- Leads research and dissemination efforts.
- Develops MindShare logic and user manuals.
- Develops system and testing requirements and liaises with MindShare to ensure requirements are met.
- Coordinates programmatic user acceptance testing and testing new functionalities.
- Identifies opportunities for improving programmatic and business processes through digital solutions and leaning on data to drive decisions.
- Analyzes technology trends to identify markets for future product development or to improve sales of existing products.
- Generates standard or custom reports summarizing business, financial, or economic data for review by executives, managers, clients, board of directors, and other stakeholders.
- Maintains or update business intelligence tools, databases, dashboards, systems, or methods.
- Creates business intelligence tools or systems, including design of related databases, spreadsheets, dashboards, or outputs.
- Conducts or coordinate tests to ensure that intelligence is consistent with defined needs.
- Presents dashboards and other system functionality internally and to external stakeholders.

QUALIFICATIONS
Education Level
Master’s degree in data science, project management, business or public administration, organizational psychology, or other related fields. Minimum two years of progressively responsible and related experience.
Technical Requirements:
- Database design (Oracle DB)
- SQL server in Business intelligence (MS BI suite)
- Data warehousing (SSMS, SSIS, SSRS, SSAS)

- Data analysis and regression (SAS, R, Python)

Knowledge, Skills, and Abilities:
- Ability to coordinate directly with the Director of Performance and Quality Improvement to build reports, dashboards and solving business questions with data.
- Ability to write complex SQL, complete cohort analysis, comparative analysis, etc.
- Expertise with business intelligence solutions using Tableau or PowerBI.
- Ability to work directly with CFO when it comes to financial metrics, crafting solutions and providing insights.
- Proficient with Microsoft Office products and web-based applications with Advanced knowledge of Microsoft Excel - Macros, Pivot Tables, etc.
- Experience using and developing reports in BIRT (Business Intelligence and Reporting Tools).
- Hands-on experience in development of learning and predictive systems.
- Experience in using statistical analysis software packages (e.g., Python)
- Strong communication skills.

- Interpersonal skills necessary to lead and interact and collaborate with a diverse group of individuals and stakeholders.
- Ability to read, write, and communicate effectively in English.
- Work is performed remotely. Some overnight travel and weekend work required (i.e., team, retreats, community meetings, conferences, etc.)
